Also, we discussed this after the event and just stating what we discussed. If one side, whether Legal or criminal, is outnumbered at least 3-1 at a situation, the only negotiating that is required is for a hostage. No fighting is permitted at that time. If the legal side is outnumbered by at least 3-1, they are only allowed to negotiate hostage release and then must leave the situation and cannot fight (will be considered Fail RP if they do). If the criminal side is outnumbered at least 3-1, they are not allowed to give demands for legal side to leave. They can only get paid for hostage if they have one. They are not allowed to attempt to fight for the robbery. Leos are allowed to tell them that at that point they must leave or will get arrested. If they don't leave it will be considered Fear RP due to being outnumbered at least 3-1. These punishments will be be upheld matter the outcome of the situation if reported properly.
