GR 6.5 - Leos twice put down barricades while being actively shot at via high roof - UB placement. ID 1723 was full killed earlier by ID 931 but in my pov he is back minutes later and cuffed me - NLR. I was cuffed and them MK'd no attempt to revive and arrest/interrogate they by cuffing me created a new rp situation - FailRP/MK.

ID 1723 Will receive punishment for GR 5.6 (NLR)
He did perform Fail RP for killing (not MK) you as you were unconscious and in handcuffs.
An additional punishment will not be applied, as you would have bled out prior to the patch if he would have tried to, and outcome would not have changed. Also, all State orgs are already in the process of retraining employees on proper procedures in these situations. Next time 1723 is caught doing this, they will receive full punishment.

No punishment is given for barricade placement, as it is not UB to place a barricade to protect yourself and the placement of them is not UB.
