2. Why do you want to be the leader of this specific organization? (List 3 reasons):
2.1 I want to lead SAHP because I’ve already spent time in legal roles and I understand how things actually run inside these departments. I know how important it is to keep activity up and make sure people are doing their job properly without everything turning messy or disorganized.
2.2: I also want to improve how SAHP feels to be part of. I want it to be active, but not stressful or boring — something where people actually enjoy patrolling, responding to situations, and doing roleplay that feels real instead of forced.
2.3: Another reason is fairness. I’ve seen how quickly departments can go downhill when favoritism or poor leadership gets involved. I want to avoid that completely and make sure people get promoted and trusted based on what they actually do, not just who they know.
3. How would you Improve Roleplay for This organization and for the city? (List three ways):
3.1: I would increase active patrols across all shifts, especially night shifts, by setting clear expectations for activity. Regular patrols, traffic stops, and highway checks would keep SAHP visible and active in the city instead of staying inactive.
3.2: I would push for more realistic RP situations like proper traffic stops, pursuit procedures, accident response, and cooperation with other departments. This would help make interactions more structured and feel closer to real law enforcement work.
3.3: I would also focus on keeping the department fair and disciplined by making sure everyone follows the same rules. Promotions and roles should be based on performance and effort, not favoritism, so the whole organization stays balanced and professional.

Rayyan Federal grew up poor but always wanted to follow his father, who was a Chief in the San Andreas National Guard (SANG). He tried to join SANG early on but couldn’t due to limited recruitment and his father’s strong reputation affecting his path. Instead, he joined the Highway Patrol and built himself up through experience. During a covert mission in New Mexico, he ended up gaining leadership over a group known as the Yellow Gang. After returning to San Andreas, he left that behind and focused on his law enforcement career, now aiming to rise through SAHP and eventually become Sheriff of San Andreas.
